India and Japan are negotiating a one billion dollar fund for deep technology. In the last episode, we talked about India's AI surge, but this deal shows the focus is shifting—it’s no longer just about software. It’s about building the really hard stuff. So here’s the landscape right now. That one billion dollar fund with Japan is aimed squarely at semiconductors, space, defence, and advanced manufacturing. It's a massive signal. At the same time, the IndiaAI Mission just quadrupled the country's public GPU capacity, going from around ten thousand units to forty thousand to fuel startups and research. And they need it, because a new report shows fifty-nine percent of Indian companies have moved past just experimenting with AI and are now systematically adopting it.

Ninety-nine percent plan to increase their AI investments. But here’s the catch. Only twenty-three percent of those organizations have a comprehensive AI governance framework in place. They're building the plane while it's in the air. This might be why the government is now planning to develop its own sovereign AI foundational model, using Indian data to ensure technological independence. That billion-dollar framework with Japan is the proof. It’s not just a pile of cash; it's structured around four pillars designed to build what they’re calling a "Deep-Tech Capital Corridor." Think about that phrasing. It's about creating a dedicated channel for patient capital—money that can wait for the long, hard process of research and commercialization in areas like semiconductors.

It’s about creating a "Two-Way Innovation Bridge" that directly connects universities and R&D labs in both countries. This is about moving beyond the services model, which, while incredibly successful—generating two hundred billion in exports—is based on manpower. The new model is about IP, about platforms, about owning the underlying technology. It’s a direct answer to the risk of being a tech superpower that doesn’t actually make the most critical components. You can't build a digital future on someone else's hardware forever. This is the bet that the real value isn't just in the code you write, but in the silicon you design and the factories you build. Now, let's talk about the other side of this coin.

Control. That statistic—that fifty-nine percent of enterprises are systematically adopting AI—is staggering. But the one that really matters is that only twenty-three percent have a plan for governing it. This creates a massive gap between ambition and readiness.
