for sixteen years police across europe hunted a ghost a phantom killer who left her dna at over 40 crime scenes and then vanished and last week we talked about an army defeating itself with schnapps and confusion this is the story of a manhunt that defeated itself with a cotton swab a sixteen year investigation a €300,000 reward all for a suspect who it turns out never existed the story begins in 1993 a dna sample is recovered from a crime scene in germany it belongs to a woman then it shows up again and again for years and not just for one type of crime the research says this dna was linked to six murders including a police

officer but also dozens of burglaries right the profile was all over the place geographically it spanned germany france and austria criminologically it was a total mess a serial killer who also you know steals office supplies on the side it made no sense but the dna was the dna it's supposed to be the gold standard so they kept looking they formed a special task force code named park plots they followed thousands of leads the case became an obsession for law enforcement in three countries they called her the phantom of heilbronn after the town where police officer michelle kiesewetter was murdered in 2007 so the pressure is immense you have what feels like irrefutable physical evidence of

a single prolific offender but nothing else adds up exactly and the whole thing finally broke in march 2009 and the break came from a place of complete contradiction okay how investigators were processing the fingerprints of a male asylum seeker they found the phantom's dna at the same time they were analyzing the remains of a male burn victim they found the phantom's dna there too wait so the dna of a female serial killer was found on two different men in two completely separate cases where a female suspect couldn't possibly have been involved correct that was the moment the entire investigation pivoted the question changed from who is this woman to what if there is no woman

so the one piece of evidence they had the dna was suddenly the most suspicious thing about the case it was the only logical conclusion the common denominator wasn't a person it had to be the process so they started looking at their own tools and they found it they found it the cotton swabs they used to collect forensic samples they were all from the same manufacturer a company called guiner bio one let me guess the swabs were contaminated they were but here's the detail that matters the swabs were sterile they were free of bacteria and living organisms but they were not certified to be free of human dna so someone at the factory was the phantom

yeah the dna that had launched a sixteen year multinational manhunt belonged to a woman who worked on the packing line at the swab factory in bavaria her skin cells were on the swabs that is one of the most absurd and perfect explanations i have ever heard it's a complete systems failure hidden in plain sight it's a classic garbage in garbage out problem the most sophisticated dna analysis in the world doesn't matter if your sample was tainted before you even got to the crime scene so what was the fallout from this i imagine it was embarrassing one of the biggest forensic embarrassments in modern policing is how one source put it it was a massive wake

up call about contamination control did it actually change anything it did it took a few years but in 2016 the international organization for standardization published a new standard iso one eight three eight five and what does that do it sets requirements for manufacturing forensic collection supplies to be dna free it's a direct result of this case so now when police open a swab they can be reasonably sure the only dna they collect is from the actual crime scene not from a factory worker in another country so the phantom of heilbronn the ghost who was never there ended up making forensic science better just by not existing in a way yes the case is a permanent

reminder that evidence is only as good as the hands that collect it and sometimes the simplest explanation is the right one even if it takes you sixteen years to see it it makes you wonder what the modern equivalent of a contaminated cotton swab is what's the one assumption we're all making that's gonna look completely foolish in ten years that's the question isn't it the answer is probably sitting in a box somewhere labeled sterile
