As of this morning, the door just slammed shut on Chinese firms trying to sneak past U.S. export controls for AI chips. And if you thought the quantum computing news we covered in Episode 25 was a big government move, this is the other shoe dropping—hard. Washington just made it clear: if you’re a Chinese company using an overseas shell to buy advanced American tech, the party is over. And while the government is playing defense, it's also going on offense. They just announced two billion dollars in grants for quantum computing under the CHIPS Act. This isn't a sprinkle of cash; it's a firehose. IBM alone is getting a billion dollars. And the market is reacting. D-Wave shot up thirty-three percent.

Rigetti, up thirty percent. Meanwhile, while Washington is picking winners for the next decade, some CEOs are already looking past that. Marvell’s CEO Matt Murphy just said something that should make everyone sit up. He says the next boom isn't just more GPUs... it’s something called “agentic AI.” AI that acts on its own. And that, he says, will "supercharge demand" for the boring stuff: networking, interconnects, memory. The plumbing of the AI world. But here’s the turn. For all the talk of booms, we just got a reality check on the ground. Remember the insane growth in AI coding tools? Anthropic’s Claude Code, OpenAI’s Codex? Well, that growth just decelerated. Hard. The reason?

It’s a classic. Either the computers can’t keep up, or—more likely—companies blew their entire year’s AI budget in the first six months. Whoops. Let’s go back to those chip controls, because this is the real story today. This wasn't some minor tweak. For months, the unspoken secret in the industry was the loophole. A Chinese tech giant couldn’t buy advanced AI chips directly. So what did they do? They’d just use a subsidiary in another country—a friendly middleman—to buy the chips for them. It was a massive gray area. And the Commerce Department just erased it. The new guidance on May thirty-first explicitly targets those overseas subsidiaries. It’s a direct shot. This isn't about business anymore.

This is about who controls the foundational technology of the twenty-first century. And that’s why the quantum news is so important. You have to see them together. It's a two-pronged strategy. On one hand, you have the government playing defense, building a wall around our most critical AI technology to block China. On the other, they’re playing offense, injecting billions into the next frontier. IBM is getting one billion dollars to build America’s FIRST pure-play quantum foundry. A foundry! That’s not R&D, that’s manufacturing. That’s building the factory for the future. And they're matching it with another billion of their own money. The government is projecting this industry could be worth eight hundred fifty billion dollars by 2040.

They're not just hoping it happens; they are actively willing it into existence. This is Washington putting its thumb on the scale in a way we haven't seen in a generation. And as UBS analyst Steve Magill warned, "market narratives are moving faster than fundamentals." He's right. But he might be missing the point. The fundamental is the government intervention. For the last decade, it felt like Big Tech was the only government that mattered. They set the rules, they moved the markets, they defined the future. But look at the board today. The actual U.S. government just drew a hard line on who gets our best tech and simultaneously flooded a nascent industry with enough cash to create a new one from scratch.

The narrative that innovation happens in a vacuum? That’s over. Policy is driving the bus now. And it's picking up speed.
